The European Commission launched, on December 21, a consultation on draft guidelines to supervise State aid for railway undertakings. This document, now submitted to Member States and to the stakeholders, should lead to the adoption of guidelines during the first semester of 2008. (Ref. 080010)
These draft guidelines, which aim at providing guidance on the compatibility with the EC Treaty of State aid for railway undertakings, has a part dedicated to aid for restructuring these undertakings’ freight divisions. The impact of the market’s opening to competition on their financial balance as well as the EU’s will to encourage this form of transportation, “a safe and clean mode of transport,” incite the Commission to lay out the general guidelines applicable to State aid until January 1,
