The concept of an optional legal framework for Transnational Company Agreements (TCAs) first appeared in European Commission documents in 2008. In March the ETUC adopted a resolution endorsing an optional legal framework for company transnational negotiations. It hopes that defined legal frameworks will eliminate uncertainties and that the number of these frameworks will grow. European business leaders are not on board but the European union organization is looking to press its position home.
