The communication published on Wednesday recalls the EU’s difficult economic situation, particularly its high unemployment rate – 10.2 percent in February 2012 – as several countries are dreading recession and the sovereign-debt crisis continues. It also points out that economic changes, notably due to the green economy, technological evolutions and demographic ageing, are slowing competitiveness down. According to the Commission, “Dynamic and inclusive labor markets, where people possess the right skills, are essential if the competitiveness of the European economy is to rise, rather than decline, on the back of these developments.” For the Commission, jobs can be generated via macroeconomic and labor policies.
