On 31 August, Medef, French main employers' organisation, published a practical guide to managerial skills, which it considers to be a driver of economic performance for businesses. Concerned by the role's declining appeal, Medef has put forward proposals to improve management quality and create a shared framework.
Between 2022 and 2025, the proportion of executives wishing to move into managerial roles fell by eight percentage points to just 34%, according to a study by Apec (Association pour l’emploi des cadres) published in early 2026. This finding, combined with a 2025 study by the General Inspection of Social Affairs highlighting a lower management quality in France compared to its European neighbours, prompted Medef to draft a practical guide.
