“Historical” scope for the reform. When presenting the bill (72 articles, 80 pages) on the labor reform, on April 4, Mario Monti, President of the Council, used a lot of superlatives. The bill confirms almost all the guidelines presented on March 23 (see our dispatch No. 120195), except the sanction for unfair economic layoff and the amount of compensation, reviewed and amended after the summit the day before with the leaders from the Parliament majority’s parties – the Democratic Party (PD), the People’s Party (PDL) and the Third Pole, respectively Pierluigi Bersani, Angelino Alfano, and Pierferdinando Casini. Monti says this draft is the “balance” between “different views,” a necessary compromise to ensure a quick passing in Parliament.
