Bringing back the competitiveness of Italian businesses would be “even more important than the spread” Mario Monti said, hence the need for employers and unions to find an agreement on the subject. When he met with Susanna Camusso, Raffaele Bonanni, and Giovanni Centrella, leaders of the CGIL, Cisl, and UGL unions, and with Uil confederal secretary Antonio Foccilko, on September 11, he reminded that strengthening collective bargaining, notably the link between pay and productivity, is a key point of the European Council’s recommendations for Italy. However, unlike other requested commitments, there has been “no significant progress” in this area, notably regarding the measures supposed to enforce the interconfederal agreement of june 28, 2011 (allowing local agreements to derogate from the national collective agreement in terms of working hours and organization, see our dispatch No. 110443). Therefore, Monti is inviting the social partners to a discussion, which will be monitored by Minister for Economic Development Corrado PAssera, to find an agreement, within one month, an agreement to increase productivity in businesses, in order to present it to the European Council in September.
