Italy: permanent adoption of the Single Text on apprenticeship

On July 28th, the Council of Minister permanently approved the decree-law reforming apprenticeship. The text is based on the unitary agreement signed by the social partners on July 11th which amended the draft the government issued last may (see our dispatch No.  110314).  Saying that, this way, apprenticeship is going to “become the standard way for entering the labor market for young people, via a quality contract combining training and continuous employment,” Labor Minister Maurizio Sacconi emphasized the “drastic simplification of the subject, which is thus becoming homogeneous across the country, with seven articles making up a single regulatory text.”  Uniform application will be ensured by the “full development of national collective agreements” (CCNs) and by “gradually and fully” overcoming current regional regulations.  Indeed, after a 6-month transition period, the new provisions adjusted in sectoral CCNs will unilaterally apply.
