On 28 January 2016, Italy’s Council of Ministers adopted a draft law that establishes a new status for non-entrepreneur independent workers. The goal is to implement a “modern system of rights and social protection” for this category of workers. The second part of the draft law addresses provisions for smart work in order to facilitate flexibility in terms of working time and the workplace so as to boost productivity and improve workers’ work life balance.
Independent working is carried out by more than 2 million professionals and amounts to about 10% of Italy’s GDP, and it often goes by the name “partite IVA” (with a VAT number). Working conditions for this type of work are often precarious and subject to the whims of the client (committente).
