On 20 October Luxembourg’s social partners including the LCGB and OGBL trade unions and the UEL employer’s body signed a new cross-industry teleworking agreement. In this way, the social partners avoid the need for the government to adapt its 2006 legislative framework. They have as such ‘modernized’ the framework and are asking the government to give the agreement mandatory generalized scope.
Telework is defined as a form of work organization or performance, generally using ICT, so that work, which would normally have been performed on the employer’s premises, is undertaken outside those premises.
This new agreement applies to all those who telework except for:
- posted workers
- the transportation sector in its broadest sense (excluding administration)
- sales representatives
- co-working spaces, in so far as the work is performed in a company’s satellite office
