Netherlands: a bill to put welfare recipients to work

Henk van Hoof, the Secretary of State for social Affairs and Work, proposed, on July 14, before the Parliament, a new law which aims at making work obligatory, as of January 1, 2007, for the recipients of social assistance who have few chances of finding a job. (Ref. 06737)

Municipalities, which grant various social aids, could oblige certain recipients to work for a maximum of two years . The latter would keep their allowances but would not be paid more. These “reintegration” jobs (terugkeerbanen) could consist in employing people in the services of the city, or making them follow training courses or Dutch courses. “This is an extra tool for reintegration”, insisted Henk van Hoof, before deputies who did not object to its project.
