EU/Parental leave cannot be part of actual working time. In a ruling on 04 October (C-12/17, Dicu, here) the CJEU officially recognized, contrary to sick leave periods and maternity leave periods, periods of parental leave taken by workers are not to be included in determining the duration of workers’ paid annual leave entitlements.
