Poland: social dialogue has trouble starting

Promises not kept, no real negotiations, but that’s not all : another obstacle is the weakness of trade unions. With 1.200.000 members, for 17 million active people, the two major trade unions ("Solidarity" and "OPZZ"), too politicized, very often remain without a readable strategy. A lack of confidence and the absence of negotiations leads, in addition, to violent conflicts. Another handicap: employers wait for the last minute to negotiate. Or quite simply to prepare the plan or the project which would make it possible to inform trade unions and employees and to avoid tensions.
