Portugal: early retirement impossible until 2014 and no 13th and 14th month bonuses for civil servants until 2015 now

A decree-law barring early retirement.  On April 5, the Portuguese government passed a decree-law freezing the rules governing early retirement with immediate effect.  The measure will be in force “until the end of the financial and economic stability program, i.e. 2014.”  The decree-law allows for one exception for long-term jobseekers who will still be able to retire early.  In Portugal, statutory retirement age is 65.  Besides, the government will improve fiscal controls to keep people from adding up pensions and work.  The public authorities are looking to stop a hemorrhage in the civil service: there were no less than 11,000 early retirement requests in 2011 and the phenomenon is only getting bigger (100 requests a day).
