The Labour minister and the minister of the Interior signed, with the chairman of the general council of the judiciary and the State public prosecutor, a framework protocol which aims at setting up cooperation mechanisms between administrations to find better sanctions to hazards to workers' life and physical integrity. The trade union organizations CCOO and UGT signed the text. However, the employers' organization CEOE, opposed to the introduction of the possibility for trade unions to take civil action, decided to stay in the background. (Ref. 070775)
The protocol aims at :
- making it easier to find out about serious accidents and to improve cooperation between the services in charge of investigating into the accident’s circumstances;
- making the public prosecutor and judges job easier in order to identify at once the people who are liable to be legally responsible;
- encouraging the prosecution when an endangering offense, caused by an infringement to prevention rules, is committed;
- improving communication between justice and administrations;
