Spain: the government adopts its vocational training reform – without agreement from the social partners

On March 20, Fátima Báñez, Spain’s Minister for Labor presented her reform over occupational training. The decree-law, adopted after more than a year of  fruitless negotiations  with unions and employers, attempts to address  a recent series of scandals and fraudulent activity hitting especially Andalusia and Madrid. The new  system  aims to improve controls over  and efficiencies within  occupational training (for both those in employment and those  looking for employment). A new individual  training account will be put in place for each worker and the social partners will no longer manage State subsidized training.

The reform went through royal decree and comes into immediate force, although further parliamentary debate and amendments are possible. The social partners have opposed the Labor Minister’s revised training model that takes control away from them in terms of their use of State subsidies for the design, organization, management , and administration of the training modules.
