As Vladimir Putin is seeking a 4th Presidential election in March, giving him control until 2024, Russia is introducing a tax refund for foreign tourists, except those from Kazakhstan and Bielorussia. From early January 2018, tourists can claim the V.A.T. refund of 18% on their purchases which must be higher than €143 or 10,000 rubbles per day. This new refund is available for visitors to Moscow, St. Petersburg and Sochi. Alcohol and tobacco sales are not included.
