The Rousseff government's key reform has sparked mistrust in both unions and companies. On 17 February, during a first working meeting on the issue, dialogue looked like it would be difficult, and in addition, the government is struggling to gather support from its partners.
It was in a spirit of openness that the Minister for Labor and Social Security, Miguel Rosetto, sought to commence negotiations, expected to run for the next two months. He declared himself ready to enter into “maximum” dialogue with the central unions and business representatives gathered together in the framework of the Forum for debate on Employment, Labor, Income and Social Security Policies.
