…EU: draft Parliament resolution to get the Commission to adopt a framework for socially responsible restructurings
Get the European Commission to do something. This is clearly a response from the MEPs of the Parliament’ Employment Committee to the European Commission backtracking on the issue of the anticipation of change and socially responsible management of restructurings. While the Commission repeatedly announced that it was going to consult the European social partners on the subject, it changed its mind and ended up proposing a Green Paper, which didn’t please the European left and unions (see our dispatch No. 120034). Yet, since the Lisbon Treaty, Article 225 of the EU Treaty according to which the EP can ask the Commission to submit “any appropriate proposal on the issues that require, in its view, the drawing up of an EU act in order to implement the treaties.” The Commission has to provide an answer within three months, propose a text within one year or detail the reasons for its refusal. The MEPs from the Committee on Employment and Social Affairs have precisely launched this procedure, and they are determined to be a thorn in the European Commission’s side. This resolution, introduced by MEP Alejandro Cercas, is first going to be discussed by a Committee before a plenary vote next fall.
