The cooperation framework is divided up into cycles; the first one goes from 2009 to 2010. Each Member State is free to choose its own priorities. Nevertheless, the Twenty-Seven set figured objectives to achieve by 2020:
ships between education and training institutions and social partners, in particular employers, in the context of lifelong learning. (Ref. 090514)
Since the current European framework in terms of education and training will end in 2010, the Twenty-Seven adopted, on May 12, new objectives to achieve by 2020. Originally, education and training fall under the Member States’ competence, but within the framework of the Copenhagen and Barcelona processes, they agreed to cooperate on these objectives with common goals.
