Decentralizing collective negotiation is one of the points on the negotiating table currently being discussed by unions, employers, and the government in the context of improving Finland’s competitiveness (c.f. article No. 9401). Unions appear less resistant than expected, although they are setting certain conditions.
SAK not wholly opposed to the concept but wants it to be part of global negotiations. The main union confederation, SAK, (primarily represents manual workers) hasn’t always been clear on this issue. However its President, Lauri Lyly, make it understood that decentralized negotiation was potentially possible if the issue was handled in the context of global negotiations.
