The 3rd social conference, organized on July 7-8 in Paris, wasn’t as successful as the other two. The fact that several unions were absent gave the event a serious blow. In spite of these disagreements, the Prime Minister drew the outline of the coming social agenda, with crucial debates as early as September on apprenticeship and long-term unemployment - not mentioning the burning issue of social thresholds.
