France Telecom : worldwide agreement on social rights ; interview with Laurent Zylberberg

It should be acknowledged that it was not easy to negotiate such an agreement inasmuch as personnel representation differs considerably from one group entity to another. In fact, we have subsidiaries where certain unions do not belong to the federation and others where there is no union representation… The agreement sought to set out principles for the group while respecting local situations, particularly with regard to national practices for union recognition. In countries like Great-Britain and Rumania, by virtue of local legislation, there is no union representation of personnel. Elsewhere, for instance in Asia, the unions are not independent of political power. Consequently, we opted for an agreement which neither modifies in any way local policy for the recognition of unions nor affects unions at local level.
