Since January 2019 the small Himalayan State of Sikkim has become India’s first region to promise a universal minimum income. Congress Party president Rahul Gandhi also set the concept in motion by introducing the idea of a guaranteed minimum income for the poor.
Is the time ripe for India to work with the concept of the minimum income? At the start of January one of India’s smallest states announced it would guarantee an universal minimum income for all of its 610,577 citizens by 2022. The proposal will be written into the governing Sikkim Democratic Front’s election program ready for both the regional and general elections to be held during the spring of 2019.
