Italy: report on Italian-style joint representation

While the birth of joint organizations dates back to the first mutual rescue funds (“casse di mutuo soccorso”) in the 19th century, it is in construction and graphics that the first true joint organizations appeared in the 1950s.  Then, they spread to sectors equally affected by the fragmentation of production, precarious employment and low union representativeness at work, such as trade, craft and tourism which remain, along with construction, the champions of joint representation in Italy.  For a long time, these organizations were the only way to apply National Collective Agreements in these sectors.  Based on the cooperative system and on the joint committees created in the 80s, offering an alternative to conflicting industrial relations, joint representation also spread to other sectors.
