After the separate agreement reforming the collective bargaining system was signed on January 22, 2008 (see our dispatch No. 090080) and the interconfederal agreement was signed on June 28, 2011 (see our dispatch No. 110443), this new review of the conventional system gives more power to local (company or territorial) collective bargaining. Thus, the signing parties commit themselves to “strengthening a collective bargaining system where the role of the National Collective Agreement (CCN) is to guarantee the certainty of the same economic and normative treatment for all.” On the other hand, the role of the local collective agreement (CCL), “made easier by the appropriate fiscal policy,” is to increase productivity via “better use of production factors and the organization of labor.” Therefore, “growth and workers’ pay” are linked to CCLs.
