Morocco: the new Constitution improves fundamental rights at work

Primacy of international law and of Human Rights.  The preamble of the new Constitution dedicates a whole paragraph to the primacy of international law over Moroccan law.  The previous Constitution already consecrated the need to place Morocco within the framework of action of international organizations, to subscribe to the principles, rights and obligations contained in their Charters and reasserted its commitment to Human Rights.  However, the preamble of the new text reserves a right of evaluation since recognition will be subject to ratification in keeping with the “immutable national identity” of Morocco.  This precision should mostly affect the issue of the Moroccan system of society and civil rights.
