EU/ ETUC publishes a table indicating countries where the right of collective bargaining is under threat. Seventeen EU member states feature in the table, which provides warnings for any of four fair wage “indicators”. Those with the largest number of warnings are Czech Republic, Estonia, Greece, Hungary, Lithuania and UK. By putting together the table, the European Trade Union Confederation is looking to sound the alarm in countries where “the dismantling of collective bargaining” is taking place, either because agreements are struck predominantly at company and not multi-company level, the level of coverage of collective agreements is too low, mechanisms for extending collective agreements to cover more workers are not operating, or because wages make up less than the average of 45.3% of GDP, meaning 55% of national income does not come from wages for work.
