Sweden: liberalization measures for migrant workers

If the Swedish Parliament adopts a bill which the government presented at the beginning of May, it will be easier for citizens coming from outside the European Union to come work in Sweden from December 15, 2008 on. The employment situation is difficult because of the workforce shortage in many sectors, the bill systematically gives a work permit to migrant workers employed in conditions which respect Swedish legal and conventional regulations. This is a revolution: employment services (Arbetsförmedlingen) will no longer be in charge of taking into account recruitment troubles in a sector to issue an authorization, the employer only will be responsible. If he/she provides a foreign worker from outside the EU with a valid labor contract which respects Swedish laws and the sector’s collective and practical agreements, and if the income perceived is enough to make a living is Sweden, this person will systematically get a residence permit
