The European Council adopts its common position on the “services” directive

The European Council has adopted on 24 July its common position on a draft on services in the internal market. The common position, which looks a lot like the first reading of the European Parliament, slightly modifies the Commission-amended proposal in order to clarify the scope of application of the directive. (Ref. 06762)

According to the common position, the “services” directive does not apply to social services of general interest and healthcare services (see on this point our article n° 06151). The Council also agreed to exclude the services provided by temporary work agencies. The Council stress that the directive does not affect Member States’ labour law nor the social security legislation.
