Barack Obama set the introduction of universal health care as one of his priorities. His program plans the creation of a new public program, the National Health Care Exchange which will aim at offering small businesses and people who cannot receive other plans, notably corporate plans, to have access to public coverage. Sea serpent. The failure of the plan proposed by President Clinton during his first mandate in 1994 – and widely carried out by his wife, Hillary – is the last attempt to reform this old sea serpent of American politics. It was a true trauma for the Democratic Party. However, Barack Obama was partly elected over the growing consensus within the American public opinion, that the status quo had become unbearable. The wrongs of the system are well known: in addition to the 45.7 million Americans without health insurance, the increasing costs also represent a major challenge for the American economy.
