The new Labor Organic Law (LOTT), as it is officially called, is the result of a participative project: 19,000 measures likely to be added to the reform were drafted during 1,800 workers’ meetings across the country. President Hugo Chávez, using his special legislative prerogatives, appointed a presidential committee to draft the reform.
