Urged by the European economic and social committee, the European Parliament and trade unions, the European Commission should launch, before the end of the year, a second consultation of European social partners on the revision of the directive on European works councils. The slight chances of seeing social partners take hold of the topic should lead the Commission to present a directive bill in 2008. (Ref. 070807)
The Commission, which had launched the second step in the consultation of European social partners – as part of the communication on restructurings published in March 2005 – about good practices, should start working again on the legislative theme. It is now working on a new document which, this time, will be presented as the “real” second phase of consultation, which will enable the Commission – if European social partners disagree on the possibility to start a negotiation – to take over and to present a draft directive.
The revision should be reasonably long – This initiative was inevitable because of the pressure several players carried out onto the Commission.
