As the spread of Covid-19 and social lockdown continue, some sectors of activity have come to a halt alongside massive recourse to short-time working, while others such as commerce, logistics, and agriculture have continued operating at full capacity, despite the dwindling workforce. Faced with this situation, fast food company, McDonald's and the discount supermarket chain Aldi decided to enter into ‘employee loan’ agreements. This initiative in turn prompted the government to eventually explain at the end of March how its legislation on temporary employment can allow such exceptions, the result of which could potentially turn every company into a temporary employment agency.
