On 16 April the European Commission published a communication (here)entitled, ‘More efficient decision-making in social policy: qualified majority voting in certain domains.’ The European Commission underlines that the unanimous voting criterion within the EU Council of Ministers in the areas of non-discrimination, social security, worker protection from employment termination, collective representation and advocacy of workers’ and employers’ interests, is the reason why ‘European Community acquis’ on these topics is weaker than that in fields where only majority voting is required (equality opportunities, Health and Safety).
