Poland: employers and labour unions reluctant to apply new law on works councils

In Poland, the law of April 7th, 2006 on workers' information and consultation (also called new law on works councils, see our article n°06556) has a lot of trouble to impose itself. Before September 25th, labour unions or non-unionized employees had to inform the Ministry of Employment of their intentions to create an WC or to enlarge the economic powers of the existing WC. In reality : no rush was observed. (Ref. 06943)

18 000 firms were concerned, 5000 met the deadline. In mid-September, 962 firms only announced the constitution of a WC and 4000 others signed special agreements for information and consultation of employees, supplementary to the existing works councils (faculty allowed by the law, see our article n°06556).
