Going forward, one or two employees will be designated as members of the management boards in fifteen public bodies*. Announced last week by the mayor of country’s capital, the proposal draws on the European model and is a first for South Korea.
According to Seoul’s mayor, Park Won Soon, the underlying idea is to “change the principles of personnel management” and move from a paradigm of “conflict/tension” towards one of “coexistence/cooperation.” Park Won Soon intends to launch a major opinion survey before finalizing, by August, a text to be ratified in October. Employees who sit on the management board will be able to vote on and contribute to decisions on business activities, budgets, asset management, etc.
