The government of Greenland prepared a bill allowing foreign businesses engaging large-scale projects to hire, for that project, foreign workers covered by the collective agreements of their country of origin. The local union, assisted by Nordic unions, is accusing the government of legalizing social dumping in this independent Danish province. (Ref. 120567)
“Encouraging investments and large-scale projects specifically for the economic development of Greenland” is the official goal of the government for ‘large-scale construction projects’ (Storskalaloven). On September 17, the public consultation prior to its presentation in Parliament this fall ended. The bill should come into force on January 1, 2013 and regulate the construction and setting-up of infrastructures required to carry out large-scale projects exploiting the country’s mineral and hydraulic resources when staffing needs exceed the number of workers available in the country or where the technical/economic capacity of the companies hired is higher than that of local businesses.
