Following strong trade union mobilisation and the Finnish government’s U-turn, the situation remains muddled in Finland. Informal negotiations between social partners are committed to reaching an agreement on an alternative to government proposals.
Finnish government U-turn. After having demanded, at the beginning of summer, that social partners reach an agreement on measures that would allow a 5% reduction in labour costs, to improve the country’s competitiveness, the government announced, at the beginning of September, strong measures which would help achieve this objective (see article n° 9249). These measures were immediately criticised, due to their impact: they would have, in the main, affected female-dominated professions with low salaries, particularly in the healthcare sector.
