The Employers' Federation of German Employers' Associations (Bundesvereinigung der Deutschen Arbeitgeberverbände - BDA) published a report at the end of September in which it proposes a "fundamental modernisation" of co-determination and lists radical measures to reduce the power and size of works councils. According to the BDA, employee representation structures and rules represent a major obstacle to innovation and transformation. Conversely, the Confederation of German Trade Unions is calling for the extension of their protection and areas of intervention.
