On 22 October, Vincenzo Boccia, president of Italy’s employers’ body, Confindustria put a proposal to unions to launch discussions on the potential for an ‘Industry Pact between factory stakeholders’ in a bid to relaunch growth, competitiveness, and combat inequality. Unions indicated their readiness and a first meeting could be scheduled for the second half of November.
Social dialogue in Italy appears to function within two distinct frameworks. On the one hand is the extremely challenging series of collective negotiations renewing sector agreements which are currently in a state of deadlock in several sectors (according to the Uil, twenty-five collective agreements require renewal for the period 2016-2019) and indicates the limitations of the traditional conventional model.
