The agreement signed on June 14 between Tenaris Dalmine Spa and the Unitary Trade Union Representation Body (RSU) of the Dalmine and Sabbio establishments, together with the Fim-Cisl, Fiom-CGIL and Uilm-Uil of Bergamo, kicks off testing for a new flexible system in the site for the next 2 years. Tenaris Dalmine is the largest Italian producer of steel tubes for the energy, auto and mechanical industries, with over 3,000 workers throughout the country. Nearly 50 percent of them will be covered by this deal. Eugenio Borella, general Fiom secretary in Bergamo, national group coordinator for the Fiom and signing party to the agreement, explains its key elements to Planet Labor.
New flexible system. To improve its immediate response ability, in a labor market characterized by a high level of variability and a need for increasingly complicated products with short delivery deadlines, and in order to stand out compared with competition from China and Korea, Tenaris Dalmine presented a “competitiveness plan” to the trade unions. This agreement transposes the part on the organization of working time. It introduces an experimental flexible system, which will apply from July 1, 2014 to June 30, 2016. Until now, for production peaks, the company agreement only provided for appeal to overtime (during the week or on Saturday), limited to 5 additional shifts each year, Borella tells Planet Labor.
