In a report of the Ministry of Social Affairs and Employment an assessment is made of the development of collective bargaining in 2013. It is based on a sample of 100 collective agreements, which apply in total to 5.1 million workers –86% of workers covered by a collective agreement. Therefore, the presented findings are on pay, wage structure, average working time and other working conditions can be seen as representative for the bargaining development in 2013.
Average gross pay increased in 2013 with 1.5%. Compared with 2012, the average change was 0.1% lower. The disparity in wage development between the public sector and the private sector is obvious. Pay increase in the public sector was 0.6% on average; in the private sector wages increased on average with 1.6%. The highest increase was in transport and communication (2.7%) and the lowest sector level increase was in commerce and hospitality (1.1%).
