By adopting the report prepared by Jean-Louis Cottigny, in reply to the communication of the European Commission on restructuring in March 2005, the committee on “Employment and social affairs” of the European Parliament seems to be satisfied with the status quo regarding the revision of the directive on the European Works Councils. In this document, which is to be presented in plenary meeting next March, the deputies do not explicitly request the revision of the directive on the European Works Councils to the Commission. A huge surprise from the part of the European deputies! The report only invites the Commission, “if the Commission intends to modify the present directive on the European Works Council, to open a second round of appropriate consultations which will enable the social partners to negotiate according to the article 138 of the EC Treaty and to the principle of transparency”.
