The issue of social dumping could be decisive in the outcome of the municipal election of November 19. LO signed agreements with left-wing parties in several towns, who commit themselves, in return for the union’s electoral support, to doing everything to put an end to ramping social dumping in public sites, adopting the “chain responsibility” social clause, which puts responsibility on the entrepreneur who was awarded the public contract have its subcontractors to comply with conventional rules. Employers are strongly opposed to this clause and rose up against these agreements and launched an unprecedented “offensive” against their adoption. (Ref. 130711)
Several local LO structures signed, with left-wing parties in their respective towns, agreements on the introduction of social clauses (arbejdsklausuler) meant to guarantee that businesses that work for a town comply with collective agreements. The one signed earlier this month in Aarhus, the 2nd largest city in Denmark, with the social-democratic, socialist and united left (Enhedslisten) parties, states that everything the town will have performed outside will be determined by compliance with the reference collective agreements and that entrepreneurs will be subject to “chain responsibility” (kædeansvar) if their subcontractors violate these principles, is illustrative of this phenomenon.
