The European social partners have still not managed to reach an agreement on a text that was to serve as the basis for a EU directive on telework. The negotiating session on 23 October was the last in a process that began with the unprecedented joint work programme announced in the summer of 2022. Is this the end of the road or will it simply mark a delay?
The negotiations came to a screeching halt just before 11pm on 23 October. The social partners had been engaged in discussions over a European framework agreement on telework, which is intended to be transposed into a binding directive, for over a year. Initially due to be concluded in June, the talks already needed to be extended up until this last negotiating session, due to a lack of agreement between the employer and trade union delegations, made up of European and national organisations.
