With 2,330 strikes announced in 2012 (2,229 in 2011) and 1,375 strikes organized (1,339 in 2011), there were a lot of disputes in essential public services in Italy in 2012. When presenting the annual report on July 2 in Rome, Roberto Alesse, leader of the Commission monitoring application of the strike act in essential public services, pointed to the “intense mediation” applied. He also said that the social partners increasingly view the Commission as “the appropriate institution to solve conflicts.” However, he warned that the recession’s impact on employment has “genetically changed” conflicts towards “worrying and frequent forms of wild strikes,” where the Commission can only take action later, which “even the most representative unions can’t control,” he said, giving public local transportation as an example, where 36 wild strikes took place in 32, for a total of 150 working days lost.

The Commission monitoring application of the strike act in essential public services issued its 2012 activity report. Set up by Act No. 145/1990, this “independent administration” is made up of 8 members (experts in the field of constitutional law, labor law, industrial relations) appointed by the Presidents of the two houses of Parliament. Responsible for guaranteeing balance between citizens’ right to strike and constitutional rights, it has the power to mediate between conflicting parties and to sanction illegal behaviors. Its annual report lists interventions and analyzes the evolution of conflicts in the sectors concerned (transportation, energy, post…). (Ref. 130461)
