The European Trade Union Confederation (ETUC) and the International Trade Union Confederation (ITUC) published, on April 17, 2007, a union guide entitled "union guide and file for the reinforcement of union organizations’ power in African, Caribbean and Pacific countries (ACP) facing Economic Partnership Agreements". This guide is addressed to union negociators for economic partnership agreements (EPA) between EU and ACP countries. Indeed, the Cotonou agreement, as part of which the EPAs have to be negotiated, is calling upon union organizations from the ACP and the European countries to actively partake in their establishment.
