Germany: 2nd largest IG-Metall regional federation wants to impose mandatory permanent recruitment of apprentices

Define the nature of industrial employment.  The region’s employers weren’t happy with the IG-Metall NRW’s announcement.  Indeed, Oliver Burkhard, tenacious leader of a regional union federation which represents 700,000 employees, isn’t a first-timer in the field of collective bargaining.  He is, among other things, one of the key architects of the agreements signed with employers on massive appeal to short-time working during the crisis.  These agreements, which the federal government added to the legislative framework, led to the lowest erosion of employment during a recession in Germany.  Earlier this year, he also launched a debate within his organization about the need to extend unions’ field of action to more political areas (see our dispatch No.  110051), when laws directly or indirectly affecting working conditions, for instance the increase in retirement age, appear incomplete or reactionary.
